Historic Fourth Avenue District Improvement Plan

The Historic Fourth Avenue Coalition (HFAC), in collaboration with the UA, developed an improvement and master plan to preserve the district’s identity while supporting sustainable growth. The plans outline priority projects—including sidewalk upgrades, pocket parks, cooling corridors, and public amenities—to enhance access, resilience, safety, and community connection.

Project Overview

The Historic Fourth Avenue Coalition (HFAC) focuses on the mission to preserve the unique identity of Historic Fourth Avenue and the surrounding areas while promoting smart, sustainable growth that will benefit the district and Tucson as a whole. Based on collaboration among HFAC members and the UA, this project created an improvement plan and master plan that would address the priority projects identified and assist in securing support from partners around those projects. The Historic Fourth Avenue District Improvement Plan provided an asset map of legacy businesses within the district, as well as a summary and highlights from survey and charette results. Additionally, the Master Plan will include improvements in the area such as sidewalk improvements, pocket parks, cooling corridors, public restrooms, washing stations and drinking fountains. All of these improvements increase access, resilience, safety, and sustainability best practices, while also increasing connection and belonging in the district.
